Retired Army Lt. General Russel L. Honoré
Lieutenant General Russel L. Honoré is a retired three-star general who spent more than 35 years in the United States Army. He is best known for leading Joint Task Force-Katrina, which was set up by the Department of Defense and FEMA to organize and manage relief efforts after Hurricane Katrina, a Category 5 storm that hit New Orleans, Louisiana, in 2005. John Hatton
Staff Vice President, Policy & Programs
John Hatton is NARFE’s staff vice president for policy and programs. In this position, Hatton directs the association’s public policy activities, leading NARFE’s advocacy to defend and advance the earned rights and benefits of America’s active and retired federal workers, and has served NARFE’s advocacy mission in various roles since July 2010. John also oversees NARFE’s Federal Benefits Institute and events. Prior to that, he worked for the U.S. Senate’s subcommittee overseeing federal workforce policy, and as a litigation attorney for Steptoe & Johnson. John holds a Juris Doctor degree from New York University School of Law, and a bachelor’s degree in Industrial and Labor Relations with a concentration in Economics from Cornell University.

Randall Thacker
Political and Legislative Affairs Manager
Randall Thacker began his career by knocking on doors for Lew Nicholls, a democratic candidate for State Representative in Northern Kentucky. He has since worked in the field organizing for the campaigns to elect Doug Jones, Rev. Warnock, Jon Ossoff, and most recently, Nabeela Syed in Illinois. RJ is a graduate of the Maxwell School of Citizenship and Public Affairs in Syracuse University with a Master’s in Public Administration, and a recent graduate of The Federal Officer Candidate School (OCS) for the U.S. Army. He began working with NARFE soon after his graduation from ‘OCS’ and is excited to be using the skills he has gained over his career to advocate for Federal Employees, active and retired.

Tammy Flanagan
Tammy Flanagan has been providing retirement planning assistance to federal employees since 1985. Her extensive knowledge of the federal benefits systems and her ability to explain difficult concepts in an easy-to-understand manner has made her a sought-after speaker and presenter at pre-retirement seminars, training conferences and online training events. She is a featured presenter for NARFE Federal Benefits Institute webinars.

Mark Keen, CFP
Mark Keen has published articles in a variety of local and national publications and he is currently writing the monthly financial column “Managing Money” for the NARFE Magazine. Mark earned his certification as a Certified Financial Planner® practitioner from Oglethorpe University in 2001. Mark is also an active member in the Washington DC Chapter of the Financial Planning Association.
